Cold War Background
Germany was almost like the epicenter of tensions between Democracy and Communism. Since Germany was torn up after World War II, the countries fate was left up to the countries that basically controlled it, which were America, France, Britain, and (at the time) Soviet Russia. Although the Cold War as just a war of words, it makes sense for bunkers to have been built in that time in case armed war broke out.
