This myth actually has real truth behind it. People reported a murderous, faceless man roaming around the streets at night and scaring anyone who crosses his path. In reality, he was a real man who suffered an accident at an early age that disfigured his face. He would walk the streets at night as to not scare people in the daylight. He was reportedly a happy and healthy man that just preferred his night walks!
