Gallo made it very obvious that he wants people to follow the proper channels when an event such as a kidnapping happens. The first few hours are the most important. People need to call the police. During his research, Gallo learned that 80%-90% of kidnappings are never even reported to authorities in Mexico out of fear and shame.
