The operators chose to fill the pool with fresh water instead of salt water. For tide pools like this, salt water is preferred because it makes swimmers more buoyant and less likely to drown. Since the water was all fresh water, it was difficult for swimmers to get over the three-feet-tall waves that crashed over them. On opening day, 100 people needed to be rescued from possible drownings.
